Stephen Kubai

Stephen Kubai Ithili is a senior finance, audit, and public sector management professional with over 30 years of experience across government, state corporations, and the private sector. He has held executive and senior management roles in audit, finance, administration, and institutional governance, with a strong record in financial oversight, compliance, and organizational leadership.

He served at the Office of the Auditor-General for more than a decade, rising to Senior Auditor, where he audited central government ministries, local authorities, state corporations, and public universities. His work focused on financial accountability, regulatory compliance, and stewardship of public resources. He also represented Kenya on the Commonwealth Audit Conference in India in 1994.

He later worked as Finance and Administration Manager at Bell Chemical Industries, where he led financial controls, procurement, human resource administration, customer relations, and operational management within a private sector manufacturing environment.

From 2000 to 2016, he served at the Kenya Plant Health Inspectorate Service, progressing to General Manager, Finance and Administration. His responsibilities included financial management, budgeting, investments, asset and liability management, human resource management, procurement, internal audit, legal affairs, ICT administration, and performance contracting. He also engaged with oversight bodies such as the Parliamentary Investment Committee and supported enforcement of institutional regulatory mandates. He is a certified member of National Trusteeship under Retirement Benefit Authority (RBA).

He continues to contribute to public service and governance. He currently serves as a Board member of Meru level five referral hospital transitioning to National referral level six hospital and a Council Member at the Kenya Institute of Special Education. He has also served on multiple school boards, chaired finance and administration committees, participated in national task forces, and represented county interests on land boards. In addition, he contributed to the development of Kenya’s National Single Window System in collaboration with key regulatory agencies.

Stephen holds a Master of Business Administration in Finance and a Bachelor of Business Administration in Finance from Florida Atlantic University, USA where he also served as the controller of student government and controlled a budget of $ 1.5 Million dollars being the first black student in the university to perform that function. He has completed extensive training in audit, corporate governance, performance management, procurement, risk management, leadership, and trusteeship.
